This Franklin Street house had sat boarded up and surrounded by overgrown vegetation for some time.

The property was transferred to Neighbors Of Watertown, Inc and a rehabilitation scope was put out to bid.  The Development Authority of the North Country provided a zero percent loan to Neighbors to complete the rehabilitation work.  Upon completion the property was sold to an owner occupant family and returned to the tax roles.
